Effectiveness of Chicago CCTV police cameras questioned

Earlier this month, the Chicagotalks news blog wrote an article questioning the effectiveness of Chicago's 15,000 CCTV camera system.  This is a great article and points out the fact that cameras are being installed without any detailed effectiveness report being handed back to the constituents. A "Marketing/effectiveness" document can be found here that discusses how the system works and how it has "reduced crime".

The smart cameras blog is also reporting that at any time, approximately 750 Chicago CCTV cameras are inoperative and will need servicing.  

This researcher would love to know the methodology the Chicago Police Department used to claim the crime reductions… and please don't tell me averaging!
